Every Child Matters

Every Child Matters was a UK government initiative for England and Wales, launched in 2003, hailed as one of the 21st century’s most important policy initiative and development programmes in relation to children and children’s services, leading to the Children Act 2004.

What is Every Child Matters?

Every Child Matters was a landmark UK government initiative introduced in 2003 to improve the wellbeing, safety and life outcomes of children and young people across England and Wales. It represented one of the most significant reforms to children’s services in the 21st century and led directly to the introduction of the Children Act 2004.

The Act built on and strengthened the earlier Children Act 1989, embedding safeguarding responsibilities into law and placing greater emphasis on protecting children while promoting their wellbeing.

A central principle of Every Child Matters was the need for closer collaboration between services that support children, including education, healthcare, social services and local authorities. By encouraging organisations to work together and share information more effectively, the policy aimed to ensure children received the right support at the right time.

The 5 Outcomes of Every Child Matters

At the heart of the Every Child Matters framework were five key outcomes designed to ensure that every child has the support and opportunities they need to thrive.

  1. Be Healthy

Children and young people should be supported to maintain good physical and mental health. This includes access to healthcare services, healthy lifestyles, emotional wellbeing support, and education around making positive life choices.

  1. Stay Safe

Children must be protected from abuse, neglect, violence and exploitation. This outcome emphasises safeguarding responsibilities across all organisations working with children, ensuring that environments such as schools, homes and communities are safe.

  1. Enjoy and Achieve

Children should be able to enjoy learning and reach their full educational potential. This includes access to quality education, opportunities for personal development, and support that allows children to succeed academically and socially.

  1. Make a Positive Contribution

Young people should be encouraged to participate in their communities and develop confidence, responsibility and social skills. This includes having a voice in decisions that affect their lives and contributing positively to society.

  1. Achieve Economic Wellbeing

Children should be supported in developing the skills, knowledge and confidence needed for future employment and independence, helping them avoid poverty and achieve financial stability later in life.

Development of Children’s Policy and Legislation

Following the introduction of the Children Act 2004, further legislation continued to strengthen the support framework for children and families.

The Children and Families Act 2014 expanded protections and support for families, particularly for children with Special Educational Needs and Disabilities (SEND). The Act focused on improving cooperation between services such as education, healthcare and children’s services so families could access coordinated support more easily.

In 2017, the Children and Social Work Act 2017 introduced additional reforms relating to the welfare of children and the regulation of social workers. The legislation created a new regulatory framework for social work professionals in England and strengthened safeguarding practices across the sector.

Ongoing Reforms

Children’s services continue to evolve to meet the changing needs of families. In 2024, the UK government announced plans for further reforms to the children’s social care system. These reforms aim to:

  • Support families earlier to prevent crises
  • Reduce the need for late intervention
  • Strengthen support for vulnerable children
  • Help keep families together wherever possible

The overall goal remains consistent with the principles behind Every Child Matters: ensuring every child has the opportunity to grow up safe, supported and able to thrive.
